FC Barcelona has made the decision not to make any more signings this season. With Joan García and Marcus Rashford already announced, the priority now is to register them so they can play in LaLiga. At Barça, they consider themselves under the 1:1 rule, although they're currently "blocked" by the sale of VIP boxes. While waiting for this situation to be solved, expert Miguel Galán has publicly offered the way to register both footballers.

Miguel Galán, president of CENAFE, has explained on his X account, formerly known as Twitter, how Barça can achieve both registrations. There has been a change in LaLiga's rules this summer, something the culer side can take advantage of to achieve its desired goal without delay.
"If FC Barcelona needed it, Rashford and Joan García could be registered according to the so-called 'slow-motion' registrations according to Javier Gómez, Corporate General Director of LaLiga," he began explaining.

In this regard, Miguel Galán continued: "One of the new flexibilities available for clubs consists of obtaining registration balance in advance... Which they must return during the season." The key is clear: "This allows clubs to make provisional registrations for up to 3 footballers (1 transferred and 2 free agents), without needing to fully comply with the Financial Fair Play regulations at that time... Allowing their definitive integration in subsequent seasons."

Miguel Galán didn't stop there in his explanation, pointing out that "according to Javier Gómez, Corporate Director of LaLiga, there's NO maximum amount in itself, but it's limited to three registrations (2 free agents + 1 transfer); there isn't a maximum of 1.5% of the INCN."
The key lies in the following: "If the cost of the transferred player is less than 1.5% of the INCN, it's counted as 'free' since it's a relatively low figure. Consequently, if Barça wanted, Rashford would be registered as 'transfer/loan' and Joan García as 'free' since it doesn't exceed 1.5% of the INCN."

Galán concluded: "It should be noted that, if this flexibility is used, FC Barcelona would suffer a deduction equivalent to its salary cap space in the current season. That space would be counted as a reserve or 'future gap', which must be restored in subsequent seasons."
