If you're planning to travel around Europe this fall, there's something you need to know. Starting in September 2025, new rules for carry-on luggage on flights operating within and outside the European Union will take effect. The rules are clear, and so are the penalties.
Changes that affect all passengers
The European Commission has decided to strengthen and unify security regulations at all airports across the continent. The measure aims to improve controls and reduce risks no matter which country you're departing from.
Among the main changes is the strict limitation on the contents of carry-on luggage. From perfumes to baby food, including gels and medications, many items will be under scrutiny.

Yes, even if you were allowed to bring it before, starting in September that may no longer be the case. If you don't comply, you might have to pay.
Liquids, creams, and other products you must check
One of the most important points has to do with liquids and gels. The rules remain very specific:
- Each container must have a maximum of 3.4 fl. oz. (100 ml)
- Everything must be in a transparent, resealable bag with a maximum capacity of 1 qt. (1 liter)
- You can only carry one bag per passenger
This rule applies to:
✅ Perfumes
✅ Creams, shampoos, deodorants
✅ Drinks and liquid foods
✅ Foams, shaving gel, among others
Exceptions exist, but they're specific: justified medications and liquid foods for babies. Everything else could be confiscated at the security checkpoint.
Size and weight of your suitcase: new measures
Another point that's changing is the size and weight of your luggage.
Starting in September, only the following will be allowed:
- One suitcase with a maximum of 21.7 x 15.7 x 7.9 in. (55 x 40 x 20 cm), including handles and wheels
- Maximum weight: 22 lbs. (10 kg)

Additionally, you'll be able to carry one extra personal item, such as a purse, backpack, or briefcase, as long as it doesn't exceed 15.7 x 11.8 x 5.9 in. (40 x 30 x 15 cm). Carrying more than that? You may have to check your suitcase at the last minute... and pay an extra fee.
The most important thing: each airline may have its own rules. Some are even stricter. That's why you should carefully check the baggage policy before you fly.
Penalties and consequences for non-compliance
Not complying with these rules can be costly. Penalties for excess baggage or carrying prohibited items can range from 100 to 1000 euros.
In addition to the expense, you could also:
- Lose your belongings (if they're confiscated)
- Lose time at the security checkpoint
- Even, in extreme cases, not be allowed to board the plane
